GUARDA was commissioned to prepare a landscape-led masterplan in close liaison with the architect and highways engineer. The main aim was to link the waterfront with the town centre through creative and innovative interventions.

The main aims were to address the issues raised in the Charettes and criticisms of existing Masterplan. People and place being most important whilst also ensuring coherant connectivity and legibility, an improved public realm and open space network and enhanced key views.

Development also needed to support sustainable transport and infrastructure plans and incorporate appropriate design for community & mixed use development, high quality architecture, place making and building height.

Essential to the development review process was the establishment of a set of ‘Key Moves’ based on these First Principles, so they could be incorporated into new SPG. The plan and visualisations also intended to illustrate the proposals to the wider community.
